Ziel des Vorhabens war die Entwicklung eines einheitlichen Systems Standortuntersuchung und Planung von Kleinkläranlagen (KKA) zum schnelleren Erreichen der Ziele der EU-Wasserrahmenrichtlinie. Hierbei sollten im Zusammenspiel der drei beteiligten Projektpartner eine einheitliche Vorgabe für die Untersuchung von Kleinkläranlagenstandorten sowie darauf aufbauend ein Entscheidungshilfesystem für die Beantragung und das Genehmigungsverfahren zum Bau von Kleinkläranlagen entwickelt werden, das die Projektierung und die Genehmigung entscheidend beschleunigt und die Errichtung von Kleinkläranlagen mit Versickerung auch an ungünstigen Standorten, bei denen bisher Kleinkläranlagen nicht zulässig waren, ermöglicht. Im gleichen Zuge war die Prüfung von Überwachungseinrichtungen (Messsonden) für Kleinkläranlagen geplant, um den ordnungsgemäßen Betrieb der Anlagen zu gewährleisten. Im Zuge dieser Untersuchungen konnten aus den auf kommunaler Ebene sehr unterschiedlichen Vorgaben für Standortuntersuchungen die aussagekräftigsten und speziell auch allgemeingültigen Verfahren zusammengefasst und in einem Richtlinienentwurf zusammengefasst werden. Durch die Vereinheitlichung lässt sich sowohl auf Seiten des Antragstellers als auch auf Seiten der Genehmigungsbehörde die Abarbeitung deutlich beschleunigen. Durch die gleichzeitige Entwicklung eines Entscheidungshilfesystems ist auch die Planung für bisher nicht genehmigungsfähige Standorte möglich. Dafür wurden zunächst die existierenden voneinander unabhängigen Module PCSiWaPro®, WettGen, Phreeqc, aufgearbeitet. Anschließend erfolgten eine Kopplung der existierenden Module sowie eine Verknüpfung mit Datenbanken und web-basierten Informationssystemen, was im Zusammenspiel mit einer bedienfreundlichen Benutzeroberfläche sowie der automatischen internetgestützten Beschaffung spezieller standortrelevanter Daten (Klima-, Boden-, Geologie-, Topographiedatenbanken) eine schnelle objektive Bearbeitung auch schwieriger Standorte ermöglicht. Ein am Ende vorliegende Ausgabeprotokoll enthält Empfehlungen zur standortbezogenen Verwendung der vorkonfektionierten Kleinkläranlagen. Parallel mit der Entwicklung der einheitlichen Standortuntersuchung und des Entscheidungshilfesystems wurden verschieden Messtechniken zur Überwachung der Versickerung aus Kläranlagen erfolgreich an die Steuerung der Firma Bergmann clean Abwassertechnik GmbH angeschlossen und in Feldversuchen getestet. Mit Hilfe der dargestellten Sensoren konnte der Zulauf zur Versickerung auf seine Menge sowie auf die Ablaufqualität, im Hinblick auf die abfiltrierbaren Stoffe überwacht werden. Durch die Integration der Messtechnik können Störungen durch ein Zusetzen der Versickerung sowie Rückstauen schnell erkannt und beseitigt werden.
