According to the decree of 28 September 1976, each French Minister must define his information policy in a 'directing scheme' (schema directeur). This article deals with possible developments in devising suitable schemes for the Ministries of Environment and Transport. Dividing into scenarios leaves political choices totally open, while covering material and logic problems in a way that can be quantized and treated mathematically. Five IRIS 80 and two IBM 370/158 computers are used in the centres of these two Ministries, with Mitra terminals for users.
