The problems raised in the electronic transactions and network utilization are classified roughly as follows: unfair transactions or crimes due to a lack of suitable technical countermeasures; and a lack of security for network business due to incomplete legal arrangements. The following countermeasures are proposed: the use of security techniques, such as inserting secret code in files and message data, and identification techniques; the establishment of application rules for computer systems or terminals using information networks and the registration of such terminals, computers, and OA equipment; the completion of commercial and criminal laws; and the raising of social morals.
