In consultation with the President’s Office of Leibniz Universität Hannover, the Technische Informationsbibliothek (TIB) – German National Library of Science and Technology has terminated the campus licence for the university for online journals issued by the publisher Elsevier with effect from 31 December 2016. As a result, current issues of Elsevier journals published after 1 January 2017 will no longer be available online in the campus network or on-site at TIB workstations, particularly affecting members of Leibniz Universität Hannover (students and staff).
The reason for this is that the German Rectors’ Conference (HRK), commissioned by the Alliance of Science Organisations in Germany, is currently holding talks with the scientific publisher Elsevier about so-called federal licences within the DEAL project. However, the negotiations, which started in 2016, have not yet led to an agreement being reached. In a bid to press their concerns in further negotiation, numerous institutions in Germany have terminated their subscriptions to journals issued by the publisher Elsevier with effect from 31 December 2016. As a result, the current journal issues will no longer be available online at these institutions as of January 2017. In addition to Leibniz Universität Hannover, this is also the case for around 65 German universities and other scientific institutions. Talks between Elsevier and HRK are set to resume in 2017, following a break.
Alternative access to Elsevier journals
TIB will continue to subscribe to many printed Elsevier journals from the realms of science and technology beyond 1 January 2017. Members of Leibniz Universität Hannover can order articles from print journals via TIB’s in-house photocopy delivery service, which is also available for collections from the TIB Technik/Naturwissenschaften (Science/Technology) site. No fee will be charged to users for the delivery of photocopies of articles from Elsevier journals from Volume 2017. Freely available journal articles (Open Access)
In addition, you can also search for a freely available version of the journal article required. The BASE platform (Bielefeld University’s multidisciplinary search engine for scientific web sources), OADOI (Open Access Digital Object Identifier) and authors’ websites are specially suited for this purpose.
