IOP Publishing (IOP) and the German National Library of Science and Technology (TIB) have established a national consortium agreement which enables researchers at eligible participating institutions to publish a fixed number of articles on an Open Access basis in the majority of IOP’s hybrid journals. The agreement covers the cost of Open Access centrally for qualifying corresponding authors, such that no fee or further action is required upon publication.
The new Institutional Research License (IRL) will balance the cost of hybrid article publication charges (APCs) against journal license fees for 2019-2021. While transformation towards Open Access is stimulated participating institutions benefit from moderate price increases which just reflect changes in the title portfolio.
How to take advantage of this agreement
IOP will automatically identify articles that potentially qualify for funding based on the institution of the corresponding author on the paper. The corresponding author will be notified during the peer review process after the first decision phase, and will be automatically opted in to Open Access. On acceptance, IOP will validate the article with a dedicated contact at each eligible institution, to approve funding. If funding is declined, the author will have the option to find alternate funding or must refrain from an Open Access publication and return to publication at no charge on a subscription basis. The author may opt out at any time. Note that funding may not be available if the institution reaches their article cap.
