The 1997 National Wildlife Refuge System Improvement Act requires each administrative unit in the National Wildlife Refuge System to develop a Comprehensive Conservation Plan (CCP). As part of this planning process, biological goals and objectives must be developed based on the best available scientific information. To assist with the CCP process, Huron Wetland Management District (WMD) requested assistance in developing a conceptual approach for evaluating ecological restoration options of grassland tracts administered by the district. Our approach was to summarize and organize general concepts in a framework that could be used to evaluate restoration potential rather than attempt to develop management recommendations that included specific planting techniques or management strategies, although this also will be required to ensure long-term success.
