The recommendations for tunnel lighting presented in the report concern the principles which underlie the lighting of long tunnels for motorized traffic. They present photometric specifications by which an effective tunnel lighting can be obtained, taking into account traffic safety, traffic flow and driving comfort. The possibilities, and the limits, to perceive the obstacles on the road are mainly determined, and limited, by two processes. First the slow adaptation of the visual system when the light intensity levels decrease, and second the always present light-veil which extends over the field of vision of the driver approaching a tunnel. The veil is caused by the scattering of the light in the eye, in the atmosphere and in the windscreen of the car. For situations in modern Dutch tunnels the second process is important. For light tunnels, light tunnel walls and in the case of sunshine on snow the first process is important. Most recommended values are given in luminance. The given luminance values are for average situations and for normal traffic conditions.
