Federal Information Processing Standards Publications (FIPS PUBS) are the official publication media within the Federal Government for information relating to standards which are adopted and promulgated under the provisions of (1) Public Law 89-306, 'The Brooks Bill', an act to provide for the economic and efficient purchase, lease, maintenance, operation, and utilization of automatic data processing equipment in Federal departments and agencies, and (2) bureau of the Budget Circular A-86 entitled 'Standardization of Data Elements and Codes in Data Systems'. The publications in this series collectively constitute the Federal Information Processing Standards Register. The present document defines the responsibilities for the Register, defines its contents and categories of standards and suggests a method for establishing and maintaining standards within an activity.
