The Standing Conference of Africa University Librarians (Eastern Africa) (SCAULEA) commissioned a study to investigate the feasibility of establishing a regional library science program for its 12 English-speaking member countries. Areas to be explored included regional manpower needs; the willingness of each country's employing authorities to send students to such a school and employ graduates; the best location for the program; curriculum structure and research; staffing policy; and timing and implementaton of proposals. Assessment of each country's economic, technological, educational, and library environment and ability to host a regional program was made through the use of questionnaires, interviews, and scrutiny of articles and reports. Findings indicated that about 670 professional posts would be available between 1975 and 1980, and that there was a high demand for professional personnel, especially at the managerial and specialist levels. The recommended location was the University of Nairobi, Kenya where the school would act as a center for creative thinking, problem solving, and dissemination of ideas of local relevance, and exercise professional leadership, in addition to its basic function of supplying qualified personnel in response to demand. Supporting papers in the appendices include a brief progress report, a list of persons consulted, a summary of conclusions, and a proposed schedule for implementation of the program.
