The 1982 Maryland Abandoned Mine Reclamation Plan (the 'Plan'), issued by the Maryland Department of Natural Resources (of which, the Bureau of Mines (BOM) was a part, at the time) gave the state of Maryland primacy to address the restoration of land, water, and the environment degraded by past coal mining practices. As part of the Plan, a cooperative effort has been undertaken by DNR Power Plant Research Program (PPRP), BOM, private industry, and state and federal agencies to demonstrate the beneficial application of coal combustion byproducts (CCBs) as pozzolan, flowable, and environmentally benign grouts in subsurface and mines to reduce acid mine drainage (AMD), prevent subsidence, and restore disturbed hydogeology affecting natural drainage patterns.
