This report analyzes participation in the Housing Assistance Supply Experiment (HASE) which offered housing allowances to low - income households in Brown County, Wis., and St. Joseph County, Ind., and presents the implications of these findings for a national housing allowance program. The major determinants of participation included the amount of benefits expected from the program, the cost to a household of joining the program, and household characteristics. Households in greatest need were most likely to receive payments, and large households, which had often failed to meet housingdstandards, were the least likely to qualify for payments. These findings identifying those factors influencing participation rates should assist any attempt at a national housing allowance program. Study data, footnotes, and 20 references are supplied.
