An evaluation of vocational education programs and services for the disadvantaged funded under the 1968 amendments to the Vocational Education Act is documented. The evaluation involved interviews with program administrators in 23 States, with representatives of local education agencies in 77 communities, with representatives of 84 secondary and postsecondary projects, and with 1,024 students and 103 employers participating in work experience programs. The evaluation report includes details of the evaluation methodology and findings on allocation of resources at the community level, State and local policy and administration of the program, and constraints perceived by State and local administrators to be limiting the initiation of vocational education programs for the disadvantaged. One major finding is that the programs vary widely among States and among communities within States because State and local administrators have given little attention to interpreting Congress' definition of 'disadvantaged student.' Conclusions and recommendations, supporting data, a description of sampling methods, a glossary, and an executive summary are included.
