The bulletin is based on an investigation of 20 plants, most of which were fairly new and some of which were of very recent construction. The new plants offered a twofold advantage of employees: The latest and best machinery which substantially reduced the amount of handwork, and improved conditions under which employees worked. The newer plants are more free from dust than old plants and newer methods of manufacture retained valuable, but poisonous, volatile products which formerly were allowed to escape into the air. Along with improvement in machinery, the study revealed greater interest on the part of managers in the health and safety of their employees. As a result, lead poisoning was far less frequent and severe than in previous years.
