In 1972, the year of which preliminary work towards this study was commenced, the word ecology was still not very widely used. The Regionale Planungsgemeinschaft Untermain was however confronted with problems connected with the ecology of its densely populated area. Excellent information was available, and the necessary legal decisions to be able to keep the main disturbing factors in such an area - air and water pollution, noise - under control through consistent regional planning were being made. Responsible circles were also well aware of the fact that ecological burdens are not so much the result of the individual factors as of their joint effects. It was and is therefore very important to establish the relationships between the various interacting factors. This study is based on the fundamental conviction that one is dealing with natural relationships that follow a certain system and that it must be possible to demonstrate this with a model. The sensitivity model represents a completely new approach to recording the important relationships which determine the quality of life in an area; at the same time, this model allows one to recognize the limits for the burdens that can be placed upon it.
