When a single ATE, such as the AN/USM-410, supports many different weapon systems, the ultimate user receives Test Program Sets (TPSs) developed by many different contractors and procured by several DoD agencies. It is very important that the process by which these TPSs are developed, as well as the end product itself, be standardized to reduce the overall life-cycle cost of procuring, operating and maintaining the sets. Standard TPS design and development requirements will enhance the bid evaluation process during procurement, assure uniform TPS quality and minimize post-development TPS maintenance costs. Standard Test Program formats, including instructional and diagnostic messages, will facilitate training and increase the user's efficiency. This paper presents a TPS Standard that was written by RCA, under contract to USACECOM, for the design and development of AN/USM-410 Test Program Sets. The Standard includes a detailed step-by-step description of the development process, design requirements for each phase, formats for ATE generated messages and supporting documentation, and a recommended Statement of Work (SOW) with its corresponding Contractor Data Requirements List (CDRL).
