VTT Technical Research Centre of Finland is co-operating with four water utilities and companies in a project called AssetVesi. The project focuses on pipeline asset management and develops tools for water utilities to effectively maintain the condition and value of their pipeline assets. In the beginning of the project some interviews were conducted and the results clearly showed that a simple tool for assessing the criticality of pipelines should be developed. This publication describes such a method that is based loosely on RCM-principle. RCM method has primarily two phases: failure analysis the results of which are the criticalities of pipelines and the maintenance strategy selection based on the failure analysis results. The method has been developed for water utilities personnel. It will not necessarily need a specialist to assist the analysis. The analysed parts of the water and sewer systems are such entities or units that will probably be rehabilitated or some other maintenance actions will be accomplished for them at the same time. Typically this kind of an entity is a street: the rehabilitation of all the pipes under a street will be rehabilitated at the same time, not only a pipe from here and there. The results of RCM analysis could be used as support information by decision-makers.
