In California utility and independent producers can provide power directly to consumers. Producers may have to bid into a power pool on a real time basis. Most of the power augmentation options of independent producers cost less than 200 Dollar/kW. This is considerable less than the cost of new combined cycle capacity. The incremental heat rates off all the options, except evaporative cooling, are above that of new combined cycle plants. In the comparison the heat rate penalty only applies to about 500 hours of operation per year and is more than offset by the additional capacity payments power augmentation offers. Duct firing and gas turbine power augmentation steam offer larger improvements to the rate of return than any of the other options. When the two options were combined, the improvement was enough to make a marginal project into a potentially attractive project. Comparing some methods suggests that if inlet air chilling were instead of evaporative cooling, the return on investment could be improved by another 1,5 %. The final and most important conclusion is that detaildes life cycle performance and economic modeling can provide a critical edge to project developers.
