The textile policy of West Bengal carries the vision of developing a modern, vibrant and competitive textile and apparel industry in the State to enable emergence of the state as a robust outsourcing hub in Asia-Pacific. In the paper key objectives and goals to realize this vision are outlined. The current status of Textile industry in the state is described. It continues to remain embedded largely in family-driven, micro and small scale operations with structural distortions and large gaps in the value chain. In the paper the policy framework for handlooms and powerlooms is discussed. The spinning/organized mill sector and the hosiery and apparel sector (readymade garments) are shown. Goals for the sericulture and silk industry are also described. The status quo of Jute industry and the government's goals are discussed. The following general policy perspective and administrative support is outlined: - Development of textiles/silk/jute/handloom/powerloom/apparel clusters. Incentivization of investments in textile sector. Development of traditional market places. Development of textiles/silk/jute/handloom/powerloom/apparel parks. Development of export integrated textile townships. Encouragement to technical textile industry. Major research and development collaboration to be encouraged. Bridging the talent crisis in textile industry. Brand building for Bengal. Revamping of state administrative setup.
