Natural disasters and humanitarian crises have become nontraditional threats that have been challenging ASEAN member states and urging for a collaborative response of the region. ASEAN has had several efforts throughout its history to strengthen its disaster response capability even though there have been obstacles to overcome. While civilian disaster response seems to be insufficient and quickly overwhelmed, the military is having an increasingly important role in HADR. ASEAN adopted the AMRG on HADR as a promising tool that possibly promotes regional military cooperation to leverage ASEAN's disaster response capability. In 2016, ASEAN adopted the Term of Reference of the AMRG on HADR and had developed it since then towards its operationalization in 2020. This thesis answers the question; what gaps exist in the AMRG TOR to be effectively operationalized. To address the question, this thesis examined three case studies: Earthquake Pakistan 2005, Hurricane Katrina USA 2005, and Earthquake Haiti 2010 against five criteria: readiness; command and control; decision-making process; civil-military coordination; and funding and equipping. This study also suggests developments to the AMRG and areas for further research.
