The General Services Administration (GSA), Information Resources Management Service (IRMS), is responsible for developing Governmentwide policies and guidance for automatic data processing, records, and telecommunications. The goal of the policies and guidance is to promote economy and efficiency in the acquisition, management, and use of Federal information resources. The Federal Information Resources Management Regulation (FIRMR) contains the regulations and policies. The purpose of this Guide is to help agencies with performance and capability validation within the framework of the regulatory requirements of the FIRMR. The principles and techniques described in this Guide should help agencies validate the performance and functionality of computer systems proposed in response to Government solicitations.
