The end of the Cold War and the events of 9/11 have provided strategic planners with unprecedented challenges and opportunities. One such challenge is how to deal with an elusive enemy that has no recognizable territory or organized army, yet has shown a remarkable resilience against traditional military firepower. On the other hand, the post-Gold War era has provided us with enormous peace dividends that can be utilized to enhance the quality of life for millions of people around the world. However, if these dividends are spent on unsound and archaic tactics to defeat the new enemy, we will squander an historic opportunity for our flawed strategies. This project provides strategic leaders with an alternative approach to the traditional military thinking of Offensive Defense and preemptive violent strikes. It describes the viability of Non-Offensive Defense and nonviolent strategies for the creation of a sustainable and just world Peace.
