The report is on the administrative history of Shenandoah National Park (1924-1976). The report begins with a brief review of the early history of the area during the colonial era and concludes with the official recognition of the park's return to nature. The individual chapters concentrate on the development of a northern Virginia park, non-federal and fund-raising for the purchasing of park land, disputes on the boundary lines, the construction of the Skyline Drive, the CCC program, residents and resettlement, and the wilderness movement. The author concludes the report with a reflective look at the past and the questions concerning the future of the 'recycling park'. The report contains a chronology and a bibliography.
