The U.S. Army Center for Health Promotion and Preventive Medicine (USACHPPM) in conjunction with the Army Environmental Center identified a need to develop Pollution Prevention (P2) assistance for Air Quality Managers. Until very recently, P2 resources have focused on hazardous waste minimization, with little information pertaining to air P2. This paper, in addition to a Joint document by the same name that builds on the ideas presented herein, was developed through the efforts of the USACHPPM, US Air Force Human Systems Center and the Naval Facilities Engineering Service Center. This paper presents information for the Air Quality Manager who wishes to incorporate P2 into their Clean Air Act (CAA) compliance strategy. The paper discusses the regulatory framework and procedural limitations that have prevented P2 from being used primarily to achieve air quality compliance. It then provides the rationale of why P2 and Air Quality Compliance need to be integrated. Information for both this paper, and a comprehensive expanded Joint service document are the results of a survey of military installations, as well as the National Aeronautic Space Administration, the Coast Guard and other P2 information resources. This paper gives two examples of the types of success stories identified during our survey.
