Basic guidelines for development of community health programs are presented by the Mid-Missouri Comprehensive Health Planning Council. Personal and environmental health programs which are considered essential community health services are listed, and additional desirable programs are suggested. Essential core programs include home nursing care; screening for diabetes, tuberculosis, veneral disease, hypertension, heart disease, and cancer; immunization clinics; child health programs; maternal health referral and counseling; information and referral; family planning service and referral; physician directed followup on patients health education; school health programs; communicable disease control; general sanitation, including vector and rodent control, landfill inspection, solid waste disposal, etc.; food sanitation, involving restaurant, grocery store, and food processor inspection; and nuisance complaints. Three classifications of community health services are proposed based on the size of the population served, the type of service, and whether the service is provided directly or by contracting. Basic assumptions employed in the classification model are specified. Qualitative guidelines relative to organization, programs, eligibility, evaluation, community and professional education, and funding are noted. Sources of information necessary for community health program development are listed, and the kind of information available from each source is noted. Appendices include a discussion of contractural agreements and community health services, a listing of relevant Missouri State statutes, and a glossary.
