The manual developed strategy for converting data from WHO/ICS-MCU questionnaires into variables, described how variables were interrelated, and how various standardizing variables were defined and employed to eliminate effects of differing age and sex distributions and variations in perceived morbidity between the twelve study areas. The mathematical model of analysis emphasized importance of perceived morbidity as a controlling variable. Basic study postulates and assumptions, sampling standards, definitions of response rates, principles of variable selection, data reduction and tabulation programs, methods and formulae for standardization of rates, review of analysis methods, and detailed discussions of questionnaire variables were included. The manuals' goal has been to provide a partial answer to one of the major study questions, i.e., what methodological problems must be overcome before valid comparative statements can be made regarding patterns of health services.
