The purpose of this SPAWAR instruction is to implement policy and establish requirements and responsibilities for the control of electromagnetic environmental effects (E3) in the Space and Naval Warfare Systems Command (SPAWARSYSCOM) cognizant systems and equipment, and among warfare systems within the Battle Force (BF). The requirements and procedures prescribed by this instruction apply to SPAWARSYSCOM Headquarters and all SPAWARSYSCOM activities that plan, develop, test, procure, lease, construct, modify, install, maintain, and operate SPAWARSYSCOM cognizant electronic and electrical systems, subsystems, and equipment for aerospace, ship, and shore stations, including those intended for the Marine Corps. In addition, this instruction applies to the activities that predict, detect, analyze, and resolve Electromagnetic Interference (EMI) problems with force level impact. The Electromagnetic Environment (EME) of the BF encompasses Joint and Allied Forces as well as the U.S. Navy platforms.
