The findings and recommendations of a needs assessment study of Oklahoma libraries are presented, with recommendations focusing on public libraries. (School, academic, and special libraries also participated in this survey.) Included are: (1) the methodology; (2) an historical development of Oklahoma libraries; (3) the essential elements of library service, including objectives for providing service, standards indicating level of service, available resources, and interlibrary cooperation to help meet user needs. An examination of legislation and funding, and organization and establishment of library services by local communities to provide a picture of current library service, and a discussion of the Oklahoma Department of Libraries to determine its support of library development on a statewide basis are also presented. Culminating this report are planning documents providing for future development of libraries, including objectives and programs for meeting user needs. Recommendations are presented throughout this report where they apply. Appendices include questionnaires, and demographic and economic trends in Oklahoma.
