The report is a general survey of a project undertaken to help state rehabilitation agencies evaluate the effectiveness of their programs. The project was carried out by ten regional study groups in a six-month period. Two conferences were held, at the beginning and end of the project, to first formulate research objectives and methods, and then to reconvene to discuss results and ideas for future work. The research procedures utilized dealt with establishing criteria for evaluation of program effectiveness, increasing program accountability by focusing on processes generally agreed to reduce effectiveness, and to see that program goals were being met. This document includes a summary of the whole project as well as abstracts of reports from the regional study groups.
